The Information Revolution and Society
The module considers the development of different types of information
and cyberspace technology and the consequent expansion in information availability
in the last thirty years. It will then consider their impact upon the society
in which we live. The module examines the impact of information availability
and information technology upon the economy, government, organisations,
employment practices, education, the media, telecommunications and the
individual. It also introduces the student to some of the ethical issues
created by the Information Revolution. The module will also introduce students
to some management principles to give insights into the workings of organisations
and the role of people and information management in them.

Communication, Culture, and Technology
This module is focussed on the relationship between information, communication
and society. Building on IF1101, students examine in greater detail how
developments in information and communications technologies have impacted
cultures and societies. The course will draw on various perspectives to
understand the issues, problems and potentials from a cross-cultural framework.
Singapore, in its efforts to become a global city and a media and telecommunications
hub, will be examined as one of the cases.
IF2202
Governance and Information Technology
The module covers how information is gathered and analysed in the making
and implementation of government policy, and the application of Information
Technology to these processes. It also considers the types of software
and data base design which can be used by government administrators in
making and implementing policy. The module then considers how information
and feedback on government policy can be disseminated via computer mediated
networks. It also considers the legal controls exercised by government
and constraints encountered in dealing with Information Technology, and
the implications of Information Technology for the nature of democracy
and quality of governance.
IF2203/GE2215
Geographic Information Systems: Principles and Techniques
This module focuses on the basic concepts of computer-based applications
of spatial data. It covers the fundamentals of Geographical Information
Systems and includes elements of Computer Cartography. The use of computers
to collect, store, analyse and display spatial information forms the core
of the module. Students will be taught to identify and evaluate methods
of data capture, and to analyse and present data using various spatial
database models.
IF2204
Economics of Information and Communications
The module will examine information as an economic commodity and as
a public good especially in relation to pricing, provision, and regulation.
It will also consider the role of the market in determining the value and
provision of information. Case studies will be used involving the telecommunications
industry, electronic commerce, and cost-benefit analysis in economic calculation.
IF2205/PS2205
Organisation Theory in Public Administration
This module will cover the main schools of organisational theory and
how they apply to public organisations. Included amongst these are the
classical, human relations, systems, and contingency theories. The module
will also explain essential organisational functions within public administration,
such as motivation, management leadership, decision-making, communication
and organisation change. The above will be analysed from a cross-cultural
perspective.

Media, Globalization and Information Technology
Two important global phenomena are examined in this module: firstly,
the rate at which people, images, technology and money are flowing across
national borders, and secondary, the extent to which this is helping to
bring about a global culture. The module guides students into a careful
investigation of the theories of globalisation with particular emphasis
on the way that new media technologies contribute to a thriving global
civil society.
IF3202
Information Technology and Productivity Growth: Theory, Measurement,
and Policy
The objective of this module is to examine the theories, concepts and
measurements of the impact of information technology on a country’s productivity
performance and standard of living through important channels such as the
enhancement of regional and world trade, enhancement of both human and
physical infrastructure, and the promotion of new knowledge-based industries,
amongst others. A proper understanding of the relationship between information
technology and productivity gives rise to important policy implications
which are examined in-depth using case studies of the electronics and telecommunications
industries.
IF3203
Information Visualisation and Presentation
As Singapore moves into the knowledge-based economy, there is a need
for graduates to understand the principles of digital content creation.
This module is designed to be a practical course that will allow students
to convert conventional media (e.g. pictures, audio and video) into digital
formats. As the course will be project driven, students will have the opportunity
to apply such techniques to a variety of assignments.
IF3204
Cognitive Approaches to Information
The module will cover the basic concepts of cognitive psychology. It
will examine the different types of intelligence and how these can used
in software design and programming. This will include the different forms
of reasoning such as inferential analysis, analysis and deductive logic,
and how they can be applied to Information Technology. Case studies will
be used to explore the lines of reasoning which are relevant in designing
software.

Multimedia, Communication and Culture Industries
In leisure and consumer societies, what is the relationship between
the producer, their audience, the intermediaries (advertisers, agents,
etc), protest groups and regulators? This module will examine the complex
linkages that exist in popular culture industries in such mediums as music,
computer gaming, IRCs, film and television over such issues as fashion,
values, identity, heritage, deviance, subculture and censorship from a
cross-cultural perspective.
IF4202
Transnational Information Producers
In leisure and consumer societies, what is the relationship between
the producer, their audience, the intermediaries (advertisers, agents,
etc), protest groups and regulators? This module will examine the complex
linkages that exist in popular culture industries in such mediums as music,
computer gaming, IRCs, film and television over such issues as fashion,
values, identity, heritage, deviance, subculture and censorship from a
cross-cultural perspective.
IF4203 Legal Issues in Information and Communications Management
The module will examine key legal issues in the use of information
technology and the management of intellectual property rights. These include
issues involving the provision of legal safeguards to control access to
and prevent misuse of stored information, piracy of technology, especially
piracy by individuals using information technology. The module will examine
how legal safeguards can be enforced and made more effective. It will also
highlight the necessity for international cooperation in developing legal
controls in the use of information technology.
IF4204 Ethics
in the Information Age
This module will discuss the ethical issues arising out of the management
of information and the application of information and communication technologies.
The module will cover such issues as intellectual freedom; slander; misinformation;
access to information; information policy; data privacy; computing ethics,
and concerns with electronic transfer of information.
IF4205 Transborder
Information Flow
While transborder information flows have been greatly aided by the
development of electrical means of communication like the telegraph and
telephone which had vastly increased the speed and volume of exchange.
Today’s computer and telecommunications technologies have combined to further
accelerate the speed and volume of such flows. This module will guide students
into a careful investigation of the costs and benefits of transborder information
flows from a social, political, cultural, legal, and economic perspective.
