In Singapore, the piracy rate is relatively low, at 43%, yet the loss in revenue due to software piracy is US$ 90 million [5]. This may be due to the fact that IT penetration in Singapore is much higher, which account for the high losses. From study done by the International Intellectual Property Alliance (IIPA), it is shown that although the authorities enjoyed success in combating software piracy, software piracy has not been totally eradicated. Enforcement actions, though efficient, have been primary focus on fixed sites, such as retailers in shopping malls. At best, piracy in Singapore is dispersed, but not eliminated [6]. Also the actions taken by the authorities are mostly at the retail level. Though there has been a large number arrest of pirated software vendors, the syndicate leaders responsible for the distribution of pirated software remain largely uncaught. Thus the tough sentences for engaging in software piracy do not really achieve the aim of deterrence [7].
